According to the Ministry of Water Resources, during the "13th Five-Year Plan" China will add newly installed hydropower capacity to the rural area by 6 million kilowatts, complete more than 3,000 old power stations’ expansion and transformation, and continue to vigorously support the rural hydropower development in poor areas.

 

In a press briefing held on the 29th, Xu Dezhi, Deputy Director of Rural Hydropower and Electrification Development Department of the Ministry of Water Resources, said that during the period of "13th Five-Year Plan" the Ministry will continue to launch a new round of expansion and transformation activities, actively carry out the anti-poverty project of rural hydropower, steadily enhance the power stations’ safety supervision level, and constantly push forward the construction of rural hydropower ecological civilization, striving to achieve a good start for the "13th Five-Year Plan".

 

Xu Dezhi said in the period of the "13th Five-Year Plan", efforts will increase to strengthen environmental protection, promote green small hydropower construction, start and complete the Global Environment Fund-supported efficiency-enhancement, expansion, and value-added projects to guide the rural hydropower industry to strictly implement the environmental protection requirements.

 

Based on the news from the Ministry of Water Resources, China has now built more than 47,000 small hydropower stations in rural areas, with the installed capacity reaching over 75 million kilowatts, the equivalent of the installed capacity of 3 three-Gorges, and the annual power generation exceeding 230 billion kwh, accounting for about 25% of China’s installed hydropower capacity and annual power generation. Also, Xu Dezhi said that during the "13th Five-Year Plan", the difficulty in developing small hydropower in China would be strengthened. At present, the degree of water resources development in rural areas in China has reached 58.6%, which has exceeded 80% in some central and eastern provinces. The "technical difficulty in developing rural water resources increases, and the costs for land requisition compensation and labor experience a substantial rise, resulting in more highlighted factors restricting environmental protection and resettlement of affected residents.

 

"Some projects did not strictly conduct the “three simultaneous implementation” system- implement environmental protection, and water and soil conservation-as a result, the hydropower station construction produced negative impacts on the ecological environment. Partial rivers’ hydropower resources have been excessively developed”, he said.

 

At the same time, the lag of legislation also affects the sustainable development of the rural hydropower.

 

"A few years ago, due to the rapid opening up of the market and lack of specific laws and regulations, in some rural areas the hydropower development and management was in disorder. Therefore, promulgating Regulations on Rural Hydropower as soon as possible has become the consensus inside and outside the industry", said Xu Dezhi.

 

According to him, the next step will be the implementation of rural hydropower construction projects that mainly uses local and social investment as well as subsidization policy of the central government, through government guidance, market operation, and social participation, which adopts multi-channel, multi-level and multi-form financing to guide local farmers and rural collective economic organizations to voluntarily participate in the shares associated with rural hydropower construction. At the same time, small hydropower will be provided with the treatment as renewable energy in power price, the Internet, taxation and other aspects, making the return of private capital on developing small hydropower not lower than the average level in society, and enhancing the enthusiasm of the private capital investing in the construction of small hydropower.
